Job Profile
The post-holder is accountable to the Service Co-ordinator for:
- Efficient management of the residential careresources of the Home
- Provision of a high quality service for residentswithin the policy and philosophy of the Company, and to any contractspecification applicable.
- Participation in the management of the provision ofCompany services for people with learning disabilities in the residentialhome.
- Assisting in the development of the Company throughthe promotion of existing and future services.
- Management of delegated budgets, maintenance ofrecords and provision of information for senior management.
The post-holder is responsible for the supervision of care, and the Support Services within the residential unit, deployment of staff and monitoring control of expenditure within allocated budgets to achieve business and care objectives.
The Manager will have lead responsibility for the care services provided and will be expected to ensure that the care team operates effectively by providing a consistent and unified approach towards those who live or work at the home and all others whose services and contacts enhance the quality of life of service users. The fundamental principles of service provision are stated in the Philosophy and Aims of Isle Care. The post-holder should also be familiar with the Aims and Objectives of the home in which they are employed and should ensure that their practice, and that of the staff they supervise, accords with these principles.
Responsibilities will be for the following areas:
Care Provision
- Ensure that personal care needs of customers are met, both by delegation of tasks and by directly undertaking as appropriate.
- Enables individuals to realise as fully as possible their potential in terms of their physical, social, emotional, intellectual and spiritual well-being. Helps residents to participate in the life of the home and the community to the maximum of their ability ensuring appropriate levels of support are available.
- Ensures a full and professional assessment of the needs of individual residents in conjunction with the resident and their advocate, other carers, professionals and volunteers and in full consultation with the residents designated Care Manager.
- Leads and monitors care planning, goal setting and reviews. Co-ordinates and implements a range of therapeutic activities to provide a number of available options to meet identified goals and skills development.
- Ensure that residents dignity and self-respect are not undermined and in promoting their rights to independence, choices and privacy recognises that responsible risk may be undertaken.
- Ensures that residents are enabled to express their views, exercise choices and be involved in decision making – using services of advocates and specialist communication techniques as appropriate.
- Implements the Company policies for Adult protection – the identification of potential abuse and the management of complaints.
- Ensures appropriate reception of all residents, relatives and professional colleagues, and those authorised to visit and inspect the home.
Staff Management
- Participates in the recruitment and selection of staff.
- Undertakes systematic attention to staff induction programmes, and provides training as necessary.
- Leads and co-ordinates the staff group in response to the needs of residents who live in the home and, as relevant, those who come for respite care.
- Supervises all aspects of the work undertaken by the staff on duty and provides feedback to appropriate colleagues.
- Provides supervision and undertakes performance appraisal for the staff both individually and in groups as agreed, undertakes reviews of their work performance and identifies training and developmental needs.
- Ensures that the agreed channels are used for staff expressing dissatisfaction or disagreement. Implements, in conjunction with the Service Co-ordinator and Central Office Managers, disciplinary action in line with the Company’s policy and guidelines.
- Participates in and contributes to staff training programmes as required.
Service Delivery
- Responsible for the safety and security of the residents and staff at all times, and instigates procedures for the evacuation of the building, summoning appropriate personnel to deal with emergency situations and rectify faults as necessary.
- Ensures that the provision of food, monies and other goods and services are supplied to the residents within the standards and guidelines laid down by the Company. Advises the Manager of any services anomalies or deficiencies and of any complaints from service users.
- Advises the Manager of any supplementary services that may be needed for the resident and makes arrangements, as delegated, for those to be provided.
- Carries out the Company’s policy in relation to the safe storage, handling and recording of medicines and treatments.
- Ensures that a homely, attractive environment is maintained by constant appraisal and identification of shortcomings or potential for improvement.
- Prepares reports as required by Central Office Managers. Maintains records of residents admitted and discharged on a permanent or temporary basis, and other records as required by the Company. Confidentiality must be observed at all times.
- Acts as the Company’s representative, demonstrating high professional and personal standards in liaison with members of the community, other professionals, statutory and voluntary agencies. Promotes the Company’s services and actively markets the facilities provided at the home.
- Promotes the involvement and participation of relatives, members of the community and individual advocates and volunteers in the day to day activities of the home. Provides channels of communication for residents and relatives, giving advice as to how complaints and dissatisfactions can be investigated.
Resource Management
- Manages allocated budgets, particularly for staffing and housekeeping, ensuring that resources are used effectively and that the required records and returns are forwarded to Central Office.
- Monitors the homes operating costs by supervising the use of resources, housekeeping, fuel and other supplies and taking action where necessary to contain expenditure within budgets.
- Ensures appropriate levels of income are obtained for residents to maintain the viability of the Unit and ensure that identified care needs can be met effectively and efficiently.
- Identifies any shortfalls in income and in conjunction with the Service Co-ordinator negotiates reviews and re-assessments.
- Prepares proposals for more effective use of resources, service improvements etc. and identifies opportunities for service developments.
Statutory Responsibilities
- Ensures the statutory responsibilities of the Company as employer are met by ensuring staff receive appropriate training and supervision in Health and Safety, COSHH, Manual Handling, etc.
- Ensures the safety of the working and living environment and identifies and rectifies possible faults and hazards using the Company policy and guidelines and reporting procedures and liaison with statutory bodies.
- Ensures the requirements of the regulating authorities are met, specifically in respect of Food Handling, the Registered Homes Act, the Health and Safety at Work Act and Fire Prevention.
The Post-holder will participate in personal supervision with the Service Co-ordinator in order to support and develop good practice, review performance and identify personal training needs. As recommended by the Service Co-ordinator and senior Managers and in accordance with Company training policy will attend appropriate training and staff development sessions, including Health and Safety, Lifting and Fire Prevention and relevant management and care skills.
The Service Co-ordinator may require other duties to be undertaken, as part of the services provided by the Home.
